Cartoon can be Constructive when it is based on reality but can be Uncivil,Indecent, Unethical ,Bully,Act of Psychopath when based on false or misleading fact & purposely defaming,denigrating or Hate spread.
Freedom of speech is welcome when it is based on fact or reality but unacceptable in a decent society when it purposely humiliate,insult,annoying others based on lie and false information.

"Cartoon depicting or portraying any innocent or noble human as bad or terrorist "------------------------ Are defaming and is punishable act under the UN charter Articles 19,or every Decent or Civil societies law.
Any Cartoon of noble wise Human like Prophet Muhammad PBUH,prophet Jesus PBUH,Prophet Moshe PBUH depicting them as Nude are not fun because these will hurt Billions of people.These acts are simple Indecent, In Civil,Bully and wise or Civilised societies should accept this as they are out of norm and destructive.
UN freedom of Speech charter Article 19
"Everyone shall have the right to hold opinion without interference and everyone shall have the right to freedom of expression" it also says the exercise of these right carries "Special duties & responsibilities and may therefore be subject to certain restriction like Respect of the right & reputation of others".
Few examples of insulting head of states publictly are Illegal in GERMANY/POLAND/DENMARK/NETHERLAND/NORWAY/SWITZERLANDTHAILAND & other EU countries.
Poland: In 5/1/2005 Polish court sentenced & fined (US6,200/-) publisher Jerzy Urban for publishing insulting comment about Pope John Paul 2. In 27/1/2005 an activst was charged for making insulting comments about Mr.V Putin.
Denmark:Monarch is protected by the Panel code Paragraph 267,115: Jail sentence for any criticism or coments .
Netherland: Oct 2007,a 47 year old man was sentenced to imprisonment & fined for comparing Queen Beatrix a "Whore".
Norway:Panel Codeof 1902 article ,101 provides fine & up to 5 years in Jail for Defamation against the king.
Thailand:Thai criminal code articles 112 "whoever defames,insults King , Queen shall be punished with 3-15 yrs imprisonment.
These are only few examples , if defaming a king or head of states can faces Jail sentences .How it is possible to reward defaming a Prophet SAW of Billions of people in the name freedom of speech, contradicting UN C.
Problem is definition of freedom of speech varies according to race , ethnicity,religion,colour,background. What is freedom of speech for west against, it is not the same way Muslims can apply same freedom of speech .Then it is clear racism, Hypocrisy ,politically motivated to create Islamophobia or Anti-Islamic sentiment with in the general population,and that is destroying the decency , morales of the Civilisation.
Although Prophet and his followers were always attacked & persecuted by the Qurayish Saudi Ancestors,He spread the Islam through knowledge,justice , peace and morales.His message to his countrymen was to convert from pagan polytheism to worship only Allah.People converted to Islam by virtue of his teaching & logic.
Recently there were few controversial Cartoonist,Literaturist, film producer published humiliating ,offensive materials in the name of freedom of speech that offended billions of Muslims and decent Citizen around the world.
Literaturist Salman Rusdie published very offensive & controversial "Satanic Verses" in 1988:, He was awarded in France " Order of Arts" award in Jan 1999/,"Queen Elizabeth ii Knighthood " in UK in June 2007/,The Times ranked 13/50 greatest novel in 2008.
Dannish Cartoonist Kart Westergaard published very offensive cartoon in a newspaper Jylland -Posten in Sept 2005 "Prophet Muhammad SAW wearing" bomb in his turban.'. He was Awarded M-100 media award by German Chancellor Angela Merkel/ and 'Sappho' award by Dennish press society.
French Citarian Magazine Charlie Habded published defaming Cartoon of Prophet Muhammad PBUH .
USA producer & writer Nakoula published & uploaded 14 mins anti-Muslim film in July 2012 "Innocence of Muslim" again praised by millions offending Billions .
So above activities are clear violation of UN charter19, but was rewarded.???is it not hypocrisy. Western double standard is eroding Human decency ,shedding ethics & morales .
It is true reaction and emotions of every individual is different. Some hardline / Fanatic will react in more physical form other will be sad inside the mind without showing any outburst.
Wahhabi-Salafist(Saudi Arabia,Taliban,Qatar) ,Hardline radicals,Jihadist(<0.1%) are giving Prophet Muhammad SAW Islam's a bad name. That is not the view of Majority peace loving MuslimsIslam does not support violence,hostility,hatred,discrimination,communal disharmony.
Islam has spread though Knowledge,Justice and peace.Islam means achieving peace by submitting one's will to Almighty "Allah" .It promotes peace universal brotherhood among people.It is very unfortunate, some so called Muslims attacking, killing innocent people including fellow Muslims in the name of establishing their own political ideology rather then the principles of Islamic teaching.
Our Holy Qur'an says "killing innocent people is equal to kill all mankind and saving a life is equal to save all mankind (Sura Al-Maidah-5:30).
Sura al Baqara 208 says"Islam is a religion purely based on love,compassion,Altruism,Generosity,Sincerity,Honesty." Sura Al Baqara 256 " Command that is good and forbid that is wrong".
Offending,Defaming ,others or others feelings are not freedom of speech ,rather Indecent,Uncivil in the eye of Civilised population. Time has come we have to draw a clear line what we should or should not say especially when it disrupt social harmony..According to UN charter you cannot defame others,you have every right to say anything as long as it does not defame, offend, denigrate, marginalise others .The way freedom of speech are being used is to create Islamo-phobia and Ani-Islamic sentiment that is very unfortunate for our Civilisation.
Lets be decent and define what is right and what is wrong, in line of the proper meaning of a Civil society and save Civilisation.
